I do agree that ishtar could use some more grid, but then it would be extremely OP tbh. As mentioned, I roll with max skilled mindlinked triple link legion - difference between 400 and 800 is 30k --> 38k ehp. Yes, not a huge buffer, but an almost 33% total ehp increase, and I have 27,291 of that in my armor alone. Dropping the 800 for an eanm I only get 25k ehp with my legion, with 14,465 of that being in my armor.
SO...I pretty much double the ehp of my armor for swapping out the 800 in place of an eanm. My EM "hole" isnt that big with t2 links running (72.4%) and my next lowest resist is 76.1 - explosive, which I can overheat my hardener to make it 81.9. My kinetic and thermal are fine at 82.1 and 91, respectively, and drake kinetic dps is "epic lulz" at those levels already, an eanm wouldn't do anything.
I often engage outnumbered, and ALWAYS carry improved exile. Using uniform damage types, I tank 947 dps before applying heat. With that kind of expected incoming dps, I like to have more of an armor buffer for "OH SHIT" reaction time. Additionally, I can bait tank with a bit more leeway if something suddenly lands and without worrying about zomg accidently died. Another "bonus" is that my rep cycles look almost normal when bait tanking rather than "zomg he obviously popped exile, and is bait tanking me" - I can intentionally cycle my reppers every 10 or so seconds rather than the 4 and change which they normally cycle at with bonuses.
Perhaps if you aren't rolling with a t2 linked legion, an eanm or EM hardener would be better in place of an 800mm plate, but for how I roll and what I engage, I prefer the 800mm plate. (And without t2 links you won't have shit for buffer anyhoo and this becomes a kinda meh soloing ship imo)
And THAT is why I run my fit the way I run my fit.
Note - All stats were done WITHOUT slaves (which I may or may not run - they help substantially, but I would like to try rolling this thru syndicate/venal and not have to worry about getting podded)
