Theia, the Mars sized planet that crashed to earth about 4.5bil yrs ago which had the roughly the same mass of Mars, propelled itself into a crash course with Earth known as the 'Giant impact hypothesis' and the fragments of each together formed the Moon.
Rings like Saturn's come from an ice based planet having its thick icy surface slowly stripped away from gravitational orbit. Saturn eventually pulled it ice right off the bitch and then swallowed the planet whole.
Earth is just too small and land based (which are typically smaller and have less mass) so we didn't get cool moons like Saturn, Neptune, Uranus and Jupiter or those gas giants on the outside with enormous masses and gravitation pulls.

Ring formation depends on the tidal forces created by a planet's gravity being strong enough that any clumping is prevented. Basically, under a certain radius, the tendency for nearer things to rotate faster overcomes the self gravity of a hypothetical moon at that radius. If there was a moon, the side of it nearer to the planet would orbit faster, and the side away slower, so the moon would be ripped into rings. This same force prevents moon formation.
My understanding is that for a big planet like saturn, this radius is big enough for rings, but for earth, the point at which our tidal forces are that strong is just too close to the planet, maybe within the atmosphere, which precludes rings.
TLDR: Size does matter.
