I could be horribly mistaken but I think that is a ballast so the tank lands treads down. I am 95% unsure why that would be important, the other 5% is an assumption that it is done so that divers can poke at it.

It also sinks when enough holes are poked in it. The tank isn't exactly airtight after they prepped it for what is probably an artificial reef endeavor.a carrier is heavy too.
