a best named racial jammer has 3.6 strength, add 30% you get a whopping 4.68 total strength (so about 70% to jam a t1 frigate using a best named jammer), if you compare it to the other ECM ships you can see its a fairly ~meh~ bonus.
Blackbird gives you 15% per level on caldari cruiser so 30% at cruiser 2 (minimum to fly it) = 4.68 (5.72 at lvl 4, 6.3 at lvl 5)
Kitsune gives 20% per level on caldari frig so 100% = 7.2 strength
Falcon and Rook gives you 30% per level on recon and since you cant fly recons for shit without recon 4 thats 120% = 7.92 (or 9 at recon 5)
also looking at the dump it seems they increased the CPU to 100, a best named jammer uses 32 base and it looks like they also increased its max locked targets from 2 to 3 and its going to keep its whopping 30km locking range.
i'd say its hardly dangerous since sneezing on an ibis blows it up.

I doubt linking to a thread from 2008 is really helpful. CCP has changed wording on items since then to be more consistent. We should wait until we have more than just a statdump that half of us have no idea how to read. If it is not per level, 30% is no concern at all imho.

They're all from the client files, colours may be a little off as are the decal placements - but you can go in the stuff files and see for yourself.
Or you could go onto sisi, apparently the Catalysts listed on the first post are there now - albiet not complete or with unique colours/ textures.

Only a Vexor, and I'm guessing this is the name - its a Police Issue Catalyst, but I couldn't find the decals for it in the stuff files. Judicial was the only one that fit, so I could be wrong.
The green light one is not real, I wanted to see what it looked liked without the white lights from the client files.

I'm not a Database Guy so i'm probably just being a bit of a thicko here, but does it seem a bit weird for them to create unique entries in the ships db for each of these variants, when they will essentially be the same ship with a different name, description and texture?
They'll need their own unique descriptions, and some of these ships will have unique stats so I'd say yes they need an id of some sort. The ship definition files are so tiny now with the new .black file format its probably not much of an issue spacewise (although those files are for the shader information, the stats and ship descriptions are in the database).
Stupid Creodron and Alliastra Catalysts are impossible to do in a celshader :3
