The most major thing is they need to do a complete revision on which T2 products use which moon mins, way too many of most important & used T2 stuff requires tech. This needs to be done very very fucking carefully as they will simply recreate the error if they do this wrong again.
As for other things,
Moon mining needs to be changed to require more involvement then setting it up & then just emptying silos on occasion. The simplest route would be to use the already in place PI harvesting mechanics and apply that to moon mining. This would allow them to diversify the contents of the moon, as well as presenting the player with choices on weither they want shorter harvesting cycles w/ better returns that require more effort, or longer ones with less payout & effort. It also provides a system for diminshing returns over time with how hot spots are depleted and grow.
Move moon harvesters outside the shields(did they do this yet?) & add a new type of silo for freshly mined mins that also needs to be outside, give em enough HP that they can be destroyed in a reasonably, but atleast offers the owner some sort of time to mount a defence.
Add small quantities of moon mats to roids or simply add new roids that contain them. Or alternatively they could add a moon harvester module for the rorqual.
But then again what do I know, I havent even played in the better part of a year.
Using current Jita prices, to get 200 units of plat tech through alchemy, it cost 6.09m vs 8.88m through the normal route. This of course does not factor in tower fuel, but Im pretty sure you can run the full reaction on a single tower.
They tried to interdict all ice and admitted it did not have a great effect. So they focused on oxygen ice. You can do reactions on any tower so how effective could an ice interdiction be?
