So since CCP added the -20% explosion velocity attribute to TDs without any script (or other missile attribute to affect) I have some questions.
Does the 20% malus currently work?
Is CCP going to flesh this out further?

Does this mean tracking will work in favor of missiles too?
And missiles so much needs some nerfing and required mid-slot modules.

If TDs actually affected missiles, you'd know about it. AFAIK the change was pulled, just like the armour & shield rig speed penalty changes and a bunch of other stuff.

I believe it may have very briefly had an extra stat on TQ, but that did nothing and was removed in a subsequent patch.
They were originally planning for TDs to start affecting missiles in Inferno. However, they couldn't get it to work in a way they were happy with, so they mentioned in a devpost that they were punting that feature to the Winter expansion.
When Inferno went live on TQ, the T2 and Balmer TDs had a an explosion radius modifier still on them. It didn't actually work and even if it did, explosion radius really doesn't matter anyways in practice; explosion velocity (or travel velocity) is way more important for missile damage mitigation.
They then removed those vestigal effects from the TDs entirely in a recent minipatch.

This isn't actually true. Explosion radius is always at least as important as explosion velocity. Explosion velocity only impacts damage when target speed is high enough, and in that case the formula uses the ratio of EV/ER, so a 20% decrease in ER would actually have a slightly greater effect than a 20% increase in EV. Against a slow moving target, EV has no effect on damage at all, whereas a 20% decrease in ER will increase damage taken by 25% (up to a maximum of base missile damage).
Never not care about explosion radius.

I think that he means that there's a module to exponentially increase speed but not one that decreases sig so velocity is easier to modify

Wouldnt a TD need to also be able (through scripts) to affect missle range (through either flight time or velocity, but more sensibly the former) in order to obtain a vague parity of effects?
sure, but a ~5km torpraven or a ~4km torpphoon vs a 2x TD arbitrator (sans info gang links) might be considered a wee bit over the top vOv
