Don't overload the role of a module. You're basically asking for ECM to be 'fuck everything up all at once', which is the current -problem- with the mechanic. Make it either anti-logistics or anti-ewar, but not both. To be honest I'd rather see it scriptable anti-ewar. One script reduces e-war strength, the other e-war optimal. So you can pick between some range and strength reduction, boosted strength reduction, but no range reduction, or boosted range reduction but no strength reduction. Interaction with points is the only real iffy part, as points are binary on/off mechanics.
