Honestly that's half the fun of fucking with them. Had some punk in a fully A-Type/X-Typed Vangel flip out when I used dishonour drones to get away from him after about three minutes of not being able to break his tank. Dude spent the next ten minutes raging in local.
I now carry EC-300s on every fit that can spare them when testing off the wall builds, just for making the srs pvp guys rage.

Again, you can test how boring supers are. It is mostly a flying coffin, no.
Any actual testing will be done in other systems, I expect at least some people & alliances are checking things out now that they don't have to go through the merry dance of asking CCP to bump their Sov and speed up their build jobs, and then the bother of doing it all again if the things are lost.

I honestly don't see what value these people see in public PvP testing on SiSi. It was bad enough when people were just fitting 250m (on TQ) Trimarks to T1 BS, i.e. stuff you'd never come across on TQ, without seeding supers and officer mods as well. Added to which people behave differently when there is real loss on the line rather than in Nightmares that cost 100k including fittings.
Meh I'm one of those people who don't mind putting the effort in to either own or see the big stuff in Eve, maybe I'm missing the point.
I can't say in general, but it's where I go to test a lot of my more insane-and-expensive builds before actually running them in the wild. Shit like the combat blaster falcon, LSB Naga (Back when I was on my 'active all the Ti3s' kick), blaster Tempest (Don't ask, just...don't.). Current crop of random bullshit that's being put through 'is this even marginally viable?' testing includes a brawler HAM Curse, triple LASB Falcon, and some specific battleship drone loadout ideas.
i.e. if the idea is interesting enough to amuse me, but stupid enough that I can't be sure it has a purpose, it goes to SiSi first.

As for seeing a ship, you can do that in the client anyway, and owning it? Well you don't really own it if it's just on Sisi, do you.
Lastly, for shiny stuff, it can be useful to get comfy with a setup that requires some practice with to not simply fail in a million different ways if the first time you take it out is TQ and you're not fluent with it. Just because TQ's the 'losses really count' server doesn't mean all your losses need to be there. Some people have had far more time or isk to get experience in stuff, it's a good way for others to catch up, or try things they don't usually have the opportunity to. Who's perfect first time, and who says you have to go through the same value of mistakes on TQ to get the same experience?
But what are you learning by PvPing someone who likely has T2 trimarks and HG slaves in a Domi? You're not going to get an accurate picture of how effective your fit is when the likelihood anyone you come across in the FFAs is going to have a ridiculous fit you'd never see on TQ anyway.
I'm not saying it's not useful for testing full stop, just that it has very limited value in testing fits - at least vs randoms.
Granted, a lot of the testing is crap. Some of it is simply getting used to how the ship itself handles in combat. For instance, the triple-LASB Falcon was jokingly coined "Falcon Hero" when I threw it in the Falcon thread, ye gods, it's so true. Honestly as much as I love the ridiculousness of that fit, I'd be hard pressed to run it on TQ without force multipliers due to the utterly insane amount of micro it takes. Finding that out on TQ would have cost me a couple of them, and I'm too space poor to afford that sort of thing constantly. Which is a problem when I'm more or less constantly thinking up bizzare trick fits.
