Every time there has been a crash in population large enough that it effected the working infrastructure of a society, there followed a population boom that far outstripped the original figure. The only way population levels off and stays that way (save for erasing the last 200 years of technology) is a more educated and healthier populace.
Go look at projected population growth around the world. The least developed countries are projected to see the biggest increase, while Europe, Japan, South Korea and a few others are either steady or are going to see a net loss.
Just bombard Earth with nukes from orbit. It's the only way to be sure.

Availability of contraception (and the education it inevitably requires) helps curtail growth, but it has little to do with population booms after a major loss of life. People don't have more sex when times are shit and end up with more children, they choose to have more children when faced with mortality. Higher child mortality and larger families is a perfect example of this.
That's not even touching on the fact governments would actively encourage people to have more children when their economies face collapse after such a large loss of life.
