not exactly, some of the rails on the psu may be fine while the others are faulty, so in order to check if it is really the psu without testing it in an otherwise working machine you would require some expensive hardware
and don't you have any 4-pin molex -> 3-pin fan adapters? check at any local store, or buy a cheap fan which has one included
Check the power draw of your build here. (Use "Regular - Desktop" for the mobo) I don't know your exact build, but it looks like you could be cutting it close depending on the rest of it, especially since the PSU is old.
it's a new build and so far hasent booted, the power calculator gives me something around 300W needed. How would I go about the grounding issues?
Corsair 600 CX V2 - 600 Watt or Coolmaster GX Lite 500W, both prtty cheap and avilable within a few days max, which to take?

I had a Tagan 600 almost literally exploding (sparks flying out of the PC's rear end) few days ago. It was an old PC that hasn't been turned on for over a year I think. I cleaned it before powering, but maybe there was some dust still inside the PSU (and the PSU itself was pretty old). Fun thing, it booted and even worked for a minute before spewing out fire. Good thing it didn't fry MB or anything. Replaced with a Corsair one and everything is running fine.

welp new PSU didn't work. Everything but the CPU fan seems to be running well but the CPU fan jitters for a few seconds and then gets going but the pc still shuts down after a few seconds of running and beeping (beep starts when you press the power button), at least it seems to be "improved" as it keeps going for a few seconds but after that I have to wait like 15s untill pressing the power button again does anything...
is it possible that it's just the cpu fan or am I missing something? All other fans spin up fine
check the cpu fan, connect it to any kind of 5-12V dc voltage just to check if it works at all

I seriously doubt it's the CPU fan, but if you have another fan handy that has a 4-pin motherboard connector (case fans with 3 pin ones will also work) plug that into the CPU fan header and see if the system starts up. If that fails there's still a couple of things to try. Clear the CMOS and try one memory stick in each slot in turn.
Beyond that it's probably a faulty mobo.
I'm no authority but roughly 80-90% of (correctly assembled) systems I see that show signs of life but don't POST have a bad motherboard. Ruling out the vid card and trying the RAM one at a time in all slots brings that near 100%.
ok i'm a retard...I missed one of the spacers and it bent a few of the RAM slot pins on the backside of the mainboard but none of them touch each other for what it's worth -.-
but after removing the spacer I get no signs of life what so ever...nothing happens if I hit the power button. I guess the MB is gone? :S
EDIT: MY BROTHER IS A FUCKING RETARD HE UNPLUGGED THE POWER SUPPLY - EVERYTHING WORKS NOW
