Doesn't that keep in the 'too webbed; cannot stop warp' exploit?

Make isk with PICountries do not exist where I am from. The discovery of the Higgs boson led to limitless power, the elimination of poverty and Kit-Kats for everyone. It is a communist chocolate hellhole and I'm here to stop it ever happening.

If it kills the 'aligned JF webbed but unable to warp' trick, WHILE ensuring folks in BS's no longer get trapped on acceleration gates when they're too close and unable to cancel warp... it'll be a nice day in-game. Not that I've seen that bug in forever, but it still sucked.
sadly this is CCP... so who knows.

But it says can cancel only fs below the activation speed - which is what the webbed JF exploit does - right?

For my reading that just means that both parts have to be TRUE for a cancellation to be possible. If either is FALSE then you can't cancel warp.

Patch notes for EVE Online: Crucible 1.6.4
To be released on Wednesday, April 4, 2012.
Fixes
User Interface
Character skills are now easier to find as they are alphabetical in the client language.
Additional [] symbols removed from corp and alliance categories in Eve-Mail window.
Overview font now has a greater variation between large and small font (when not using tooltips!).
Agents now correcly update your journal with mission expiry date (and time if same day).
Some stations and names (50 characters long) are no longer skipped by searches.
The search field will now prioritize exact matches so that corporations using a very common term in their name will be searchable in Contracts and People & Places.
Dear players, the servers will be closing immediately for an emergency reboot at GMT 11:31. If at all possible, please make sure your characters are out of harm's way.

I have a stupid deimos to kill you bastards
So what did they fuck up that they needed to emergency reboot for? Warping causes stargates to get GCC and be destroyed?
I don't think the stopping warp if you have a GCC in highsec is a good move, the boomerang manoeuvre needed a stop but perhaps having a CONCORD frig with a faster response time but only warp disrupts snd doesnt jam but can be destroyed, would be an better RP and workable alternative to the complete limit to warping now.
This especially fucks people with bad sec going through CONCORD sov in empire in anything (are pods still counted in this?)
IS-4, T110E5, T-54, E-50, IS-8, M103, T34, Type 59, M26 Pershing, AMX 13 90, KV-3, SU-122-44, AMX AC Mle. 1946, SU-101, T20, T71, T25/2, KV-1S, T21, Jgdpzr IV, Sherman E8, GW Panther, AMX 12t, M18, Stug III, T-50-2, T-34, PzIV, ELC AMX, Crusader, Covenanter, SU-26, T1, RenaultFT.
Pods are excluded. And AFAIK in the past you have been able to petition losses due to sec status in concord-sov empire.
Huh, if anything I remember a corpmate having no luck petioning a loki loss, just being told they should be aware the police there are Concord and they should have learnt the mechanics while they became so flashy.
Yeah, the wording is bit obscure but what got done is that unless you are in warp (aligned and at speed) you can cancel the warp.
Contract stuff to Seraphina Amaranth.
