Ive always thought that any remake of the wardec mechanic needs to include additional mechanics that relate to the standings of both parties to NPC factions and Concord.
the proposals below are a lil difficult to get your head around logically but would be computationally cheap (ie not very resource hungry for servers)
there are typically 5 parties involved in this proposal:
Alliance/Corporation A
Alliance/Corporation B
Faction A
Pilot A
Pilot B
Background:
Alliance B wardec's Alliance A
Alliance B is a professional merc corp consisting of all PVP pilots including some former low sec pirates, in general these pilots have low concord and faction standings but not low enough to hinder movement through 1.0 sec systems.
Alliance B has a positive standing towards Faction A.
Alliance A is a highsec carebear alliance and has a positive standing towards Faction A.
Pilot A belongs to Alliance A and has good standings to concord and Faction A.
Pilot B belongs to Alliance B and has bad standings to concord and neutral standings towards Faction A.
Proposal:
Alliance A gets notifications from Faction A on Pilots from Alliance B with neutral or low standings to Faction A, but ONLY when that pilot like Pilot B is in Faction A's highsec systems.
These notifications have a base delay though of 10 minutes.
This situation is mirrored to Alliance B. Any pilot in Aliiance A that has bad standings to Faction B is reported to Alliance B in the same manner.
This delay is reduced however by Pilot B's standings towards Faction A:
+10 to 0 = no reduction
0.1 to -1.0 = 1 minute reduction
-1.1 to -2.0 = 2 minute reduction
-2.1 to -3.0 = 3 minute reduction
and so on to...
-9.1 to -10.0 = 10 minute reduction
As a further incentive for Alliance A and B to remove these outlaws pilots of both alliances get LP bonuses for pilots they kill and pod that enter their space. this LP reward increases based on how bad the outlaws standings towards Faction A is and how expensive the killmails are.
the above mechanics only come into play when a war dec is active.
Now, obviously there can be an abuse of this by a group of players making 2 corps in order to easily obtain LP from these factions , which is why i added the clause of the expense of the killmail.
this should be balanced so that the losses and the LP payouts track approximately equal, so that the cost of the war dec is a disincentive for groups to do this.
