Give hulls for which custom paint jobs are available a new 'paintjob' rigslot. Paintjobs are new items that act like rigs and can only be applied to the relevant hull and into its paintjob rigslot. Removal results in destruction.
BPCs for these items is a different matter, but they could be on market, NeX or from LP stores. They could require Aurum in the price, or during construction.

They should be cheap tho... Not cool to pay 500mil or 100mil for a cool paintjob coating for the rifter or SFI.
Could be pretty expensive for super caps tho. People love them and rarely lose them.

I expect that something like this is how they would work, but we haven't heard any details on ship skins yet. CCP may be waiting until all race's ships are V3'd. We will hopefully find out more at the upcoming summit.
they'll do it similar to the LP store faction ships that require the normal ship. BPCs are too complicated for the target market because they require a manufacturing slot (too rare in empire)

The reason people raged is not because of the paint scheme, but because of the mechanic in how they would introduce the ship into the game. Because it did not require minerals or a normal scorpion. It was basically:
1. Use real money to get PLEX.
2. Convert PLEX to Aurum.
3. Use Aurum to buy Irshawhatever Scorpion.
4. Reprocess said Scorpion and receive minerals.
5. PROFIT!!!
It was basically insert money and receive magic minerals that were never mined anywhere that has an Aurum shop.
Of course, that was before people saw the prices for Nex store stuff. At CCP prices, that would never have been a good idea.
