Terrible.
Crushed chalk provides grip.
That picture applies to 99% of people I've played pool with/against

Random Billiards Protip, don't use the chalk like a pencil sharpener, you'll just waste lots of chalk (nbd with the dirt cheap Master's at pool halls but there's pricier ones like Blue Diamond for €1.50 per cube or those new gold bricks from Japan for iirc 20-30€ a cube and yes, I actually now people using that) and the tip will not be evenly covered unless you spend some extra time covering the middle with the chalk from the "cylinder wall" that gets created (as the leather tip radius always varies with wear over time since the last re-shaping and the original shape and shaft diameter).
I personally prefer to just gently "rub" the chalk on in a perpendicular up-down/left-right motion, so the chalk ends up looking like so with x shaped grooves in it:
The corners standing out are still less of a waste than the cylinder walls left behind by the pencil sharpener method.
Also, that shaft is pretty badly knackered right below the ferrule. Must be a really crappy pool hall to not have replaced that one.
