We understand that losing elo from dodging does not make sense. We asked ourselves the question “how is dodging affect one’s skill level”, and we reached the same conclusion that dodging will not make a player better or worse in terms of their skill level. So, a change has been proposed by game design, and it has been implemented by Riot engineering. In the new implementation: ranked dodge will not cause any elo loss, instead some other form of discouragement has been added. This change should be released within a month.

So ignoring the cost of pulsefire ez skin, is ezreal worth buying on his own merits? I've never played with him, and 6300ip is a steep blind investment for a potentially mediocre carry. I see some people advocate him as mid as well, so idk what to really make of his skill selection.

I'll start joining #scrapheap when ingame in US-LOL.

Ez mid is outdated, you need to have him bot with AD. He can do well in poke teamcomps, and with enough CDR (usually brut) you can have a virtually 30 second global ult (His Q reduces CDs by 1 per successful hit), which is pretty nice. Somebody else who's experienced with him should chime in really.
