Going about it all wrong
Start with an AK, mod to allow straight in mag insertion (ala vepr)
have a secure top rail on the dust cover, something like this minus the heavy railed handguard:
Add the AK-12's folding, telescoping stock if that floats your boat (i just prefer fixed stocks).
Add Bolt hold open device to use with yugo mags (or just buy a bunch of these http://www.primaryarms.com/WeaponTec...p/afwtakf3.htm)
Get rid of that stupid safety and put in an ar-15 type safety.
Add a non-reciprocating charging handle, like this (but minus the $200 price tag, lawl wtf):
or something like the RCS (but retaining atleast part of the upper handguard so you are not touching metal):

Just remembered that importing receivers was banned some time in the 90's. Basically the guy in the article decided to start manufacturing the rest if the rifle. There is another company that has been doing that for about 15 years now. The cost of importing parts has increased over the years to the point that national manufacture makes sense. I forget the name of the company but there has been 100% US made AKs being sold for about ten years or so.
