If you pvp/plan to pvp in a t3 all the time def get the subs skills to V. If not(ratting tengu), at least do offensive and defensive, at something like 3-4 days a pop it's not a huge deal. I suggest you look at what you generally fly and analyze if or not you'd benefit from fiving that class given the bonuses it gives, an example for a benchmark if it helps is the absolution. I flew them a lot in '09 with commandships IV and then V, and having both dmg and rof on the commandships skill it made a huge difference. Now I haven't flown one since then really, but I don't regret training the skill because it does offer a large reward in the bonused hull for the time spent.
For sure get the support skills to V asap. AWU V is amazing. Thermo V is meh, but since you should be overloading all the time the utility it offers adds up over time(what I mean to say is that it's not exactly instant gratification, but still really nice). Shield upgrades is another one that helps on maybe a couple fits out of a hundred(fits that are tight with LSEs will be a little nicer with SUG V), but I don't consider it a gamebreaker. Missile skills are dependent on if or not you actually use missiles a lot. My main for example has maxed missile support skills and rarely uses missiles at all except on odd specialty ships like the Huginn or typhoon. HAMdrake is fun(what is that draek doing... OHGOD, THE PAIN), but the only missile skills it really benefits from is assault spec and warhead upgrades/rapid launch, which if you use missiles a lot are the first things you should max anyways as they are analogous to surgical/rapid firing, your basic bread and butter. Trajectory is amazing if you like autocannon and fight in falloff, as it is a direct damage modifier in that respect, and kinda meh if you don't. On my lazor spec whore alt I don't have trajectory V(yet), but my minmatar main I do because it's completely badass in an AC boat, espescially a falloff bonused, double or triple tracking enhancered one.
TLDR: Basically I suggest you look at what you fly and judge if it would be worth getting the ship skills to V, some of those Vs have a really big impact on the ships they influence, but they ultimately specialize you when you could be getting some of those really nice support skills to V and making all/most of the ships you fly ships better. Personally, I would for sure train AWU V or even shield upgrades V before I trained say, hac V or even logi or recon V.
