New anti-capsuleer incursion type event in hisec triggers 100% taxes on player structures in hisec.

Link it to some faction warfare type scenario where capsuleers have to take the knee to a faction to earn warrants to exploit resources in hisec, those warrants are earned by expanding lowsec territories.
