Afaik it depends on the shop, but round where I lived none of the shops sold alcohol after 11pm. I've also been in loads of 24h shops in the West End and found the same problem. IIRC they have to apply for an extension to their license to sell after eleven, same as for pubs. Nearly all don't bother because they wouldn't make enough to offset the extra costs and hassle.
Used to live "just outside" London (High Wycombe), and we had a couple of close calls with regard to getting on the train after seeing a show.London doesn't have 24hr public transport?
Unions would be up in arms about a general reduction to the maintenance hours, so it would be very expensive and is probably not worth the cost. I am suprised that they aren't doing it for the opening ceremony night though.
