Its not, its based on the Political system as well. Who ever runs a zone can enable open world FFA PvP like in AoC!!. Maybe keep reading next time?

The political system sounds like its going to be a big factor and is either going to be good or udder fail. If you have a big Russian guild on your server then good luck getting involved with that as they will own ever zone.
