    Huh, on further reading this appears to have always been an offence under common law all theyíre doing is codifying it.

    Itís possible that in doing so theyíve also extended it, but Iím not 100% certain thatís true.

    Does the UK have similar statues about laws needing to be clear and understandable? Kentucky state is passing a law that makes it illegal to insult or be hostile to police, but it's so retarded and vague and violated several amendments, it's most likely to fail because no one could be expected to understand it's limits so that will strike it down first. Is there something in place to curtail an equally vague "annoyance law" since anything can annoy anyone?

    Professional judiciary and professional police are unsurprisingly, more professional than elected judges and sheriff's. It's nice, the Americans should try it.
