the bits i find most important is all the things the statement does not say, and the implied "red scare" anarchist-thrown-under-the-bus-as-criminals (most of the american far left identify as anarchists, not communists, in no small part due to optics) bit, it rather clearly aligns Biden as on the side of the state, fundamentally against and unwilling to address the causes of the protests, but also against trump. at no point does he actually address the role of law enforcement. the whole statement is basically being received as him saying "i do not object to what trump is doing, i object to the tone and optics of the method he is using to do it."

what do you expect, man's got an election to win in a country that elected trump - a country that lets a man like Tom Cotton not only walk around unfettered but hold high elected office.
principles would be a place to start, perhaps a bit of political instinct too.
principles in the sense that one does not combat fascism by negotiating with it, one does not combat fascism by pretending it's not happening, and one does not combat fascism with nostalgic references to when he and his buddy Obama ran things. you step up and take it head on, he could have deplored the violence, criticised the property destruction but called what's happening in Portland for what it is. in terms of political instinct he could have used that as a launching platform for a "principled stand for our rights and constitution" type rhetoric, there is every opportunity to denounce trump, rightfully so, as a authoritarian strongman without resorting to the usual inter-party bickering. he could literately launch a cross-party bid on that basis, because it's something you can get every American behind, promising to end the violence, on both sides, promise a token compromise and reform to the protesters and diligent prosecution of the people involved in the violence to the parts of the republican base he so desperately wants to capture.
it's a fairly low risk strategy in the current environment too, his status as a presidential candidate grants him effective immunity, any authoritarian move, by trump, would simply dig the hole even deeper making Biden's argument for him, this of course requires a willingness to bet that the institutions of america puts greater stock in principles than raw naked power, there is a significant risk of further escalation down this path, but that escalation is being edged on by the administration already.
from there, we're probably past the eviction disaster getting underway, so take a page out of FDR's book and start addressing it, in public, step by step, it doesn't have to work and in all likelihood it will not work, but that is not the point, the point is to build the narrative of a better America under his leadership, to show a way forward that doesn't involve entirely reaction-based politics as demonstrated by Trump.
of course, all of that requires somebody nowhere near as politically compromised, or deeply on the downward slope as Biden is to pull off, it would require some charisma and a degree of brinkmanship he does not have, indeed that miliquetoast response is probably as strong as it's ever going to be, and it's not going to make things better, it's just further widening the gap between the "left" and the "democrats".
