Alright, so this died to a camp before I could really push the ship.
However, I did manage to kill a really well fit Cynabal (with T2 shield rigs no less).

    [Phantasm, Standard]
    Heat Sink II

    Experimental 10MN MicroWarpdrive
    Faint Epsilon Warp Scrambler I
    Fleeting Propulsion Inhibitor I
    Invulnerability Field II
    Large Shield Extender II
    Large Shield Extender II

Heavy Pulse Laser II, Imperial Navy Multifrequency M
Heavy Pulse Laser II, Imperial Navy Multifrequency M
Focused Medium Pulse Laser II, Imperial Navy Multifrequency M
    Small Energy Neutralizer II
    Medium Nosferatu II

    Medium Anti-EM Screen Reinforcer I
Medium Core Defence Field Extender I
Medium Core Defence Field Extender I

    Hornet EC-300 x3
    35k eHP, 492dps w/ multi (550 w/ conflag, 392 w/ scorch), 1500m/s, 6.4s Align

I flew it with implants bumping the damage up significantly:
    532 (612) w/ Multi, 594 (683) w/ Conflag, 424 (488) w/ Scorch
If you'd prefer, run damage drones and add another 45-60 dps based on that.

This ship is a brawler, and as a result you need that medium nos.
The 2nd utility high can be whatever you like (2nd nos, small neut, small faction disco).
Unlike every other laser boat it has a reasonably high ECCM base (20), and pretty high tracking (0.14 w/ HPL).
It's fairly agile and pretty quick for a laser boat.

It's not terrible, and for solo roaming it's leagues better than the Zealot.
However, that's where the praise ends.

Although the ship is double the cost of a Navy Omen, it performs almost identically to the Navy Omen.
This would be fine if it weren't for the fact that the Phantasm should be much better a ship than it actually is.

There are two problems with the ship (imo):
    - The ship was nerfed during the Faction redesign, and lost 1000 base shields. This was a fairly sizable nerf.
    - The ship is short on grid. This is a problem with the smaller TS ships. They can't fully realize their utility slots and they can't be reasonably fit without mixing guns. Considering how lasers work, mixing guns means dropping lots of dps.

None of these things would be a problem if they were regular ships.
The issue is that because they are pirate ships, they are grouped and compared Vigilants, Gilas, & Cynabals.
Pirate ships don't tend to have fitting or tanking issues, yet the Phantasm does.

IMO, I'd like to see it's base shields restored and some more grid added.
It's damage is pretty competent since it out ranges & tracks most ships.

In short it's a little underwhelming, so buy a Navy Omen instead & save 50m.

    Contract stuff to Seraphina Amaranth.

    Agreed
flown them quite a lot when i was in the curse.
For low sec i can imagine them being better then zealot but in general still meh ship.

Ashimmu and phantasm should be buffed. Rebalance on neuts and nos it self ( neut should swap fitting requirements with nos , nos is inferior module ever since nos nerf thus it should be easier to fit ).

As much as I would love to fly this ship, I see no reason to do so unfortunately. It's always looked underwhelming, especially compared to the Gila.

The Sansha line needs a overhaul imo, right from top to bottom. They should get active tank bonuses or something niche.

The nightmare is fine and sexy.. prom just hit it on the head. The phantasm and succubus have so much in utility that can't be used due to fitting issues and the faction rebalance claimed so much EHP that they are extremely weak going in. The nightmare can still fit a full solo loadout more or less and have all the fitting it needs.

Also, just saying, if you take away the tracking bonus the sansha ships become about as useful as prom's recent zealot experience.

Yea, the tracking bonus on these ships is pretty fucking badass.
There's no need to remove it as any *damage* issues that the ship has is directly the fault of lasers.

    Hobgoblin II x3
Are there ships that do it better? Yes.

Is this more hilarious? Very yes.

    Stats -
DPS: 455 with INMF, 501 with conflag, 375 with scorch to 20k
Tank: 30k EHP with 674 HPs, 892 HPs with LG crystals, 1253 HPs with overload on invuln and booster
    Speed: 1.5k/s, 2.1k/s overheated

CPU fits EXACTLY with all level 5 skills, small neut/nos can be added with CPU implants or rig.

With Tengu boosts, the tank jumps to 1.4k innately, 2k overheated. (and LG's)

I wonder what the Nightmare can do with these new shield boosters...
