    I think you're talking about two different things.

    Large companies' tendency to ignore existing legislation is principally a consequence of lack of enforcement and the weakness of that enforcement when it happens. GDPR should change this for the better.

    Smaller entities, including individuals, are woefully ill educated about the law and their responsibilities under the law, which I illustrated with an anecdote about London pythonistas (otherwise very bright chaps) being repeatedly shocked to discover they can't just scrape someone else's website and sell analytical models off the back of their stolen data.

    Also Belgium laws can be harmonised with the EU if they demand it, and there is growing support for it in EU and EU parliment. So it is never a "local" issue when it comes to an EU country.

    There's an app browser plugin for that: uBlock Origin. Check out the 4 icons at the bottom of the addin's menu. One is for "blocking large media elements on this site". That mostly stops videos from appearing.
