Well provided you're using new cables with that PSU all I can think of is trying to start it outside the case.
This is a good shout as a last resort. There is the potential for an earth/0V issue somewhere (like a couple of critical 0v bond screws not mating correctly on the mobo) as opposed to a dead mobo and PSU. Just make sure you are working on a non-conductive surface (kitchen table is ok) without drinks/small children around. The voltages involved are low 12Vdc (very low chance of shock) but there is always the potential for a shorting hazard if probing with DMM (not recommended unless you know what you are doing) with the resulting fizzle-pop of electronic components sending small, rather toasty missles in all directions and a little puff of toxic, foul smelling gas lingering for a short period of time. Use the basic of what you need to begin with (PSU, Mobo and a Fan) and then add additional components until it doesn't turn on.
If it doesn't turn on initially, then deffo, PSU or Mobo issue. Try PSU in different machine. If no dice, get new PSU and try again with Mobo. If still dead, well fuck, both PSU and Mobo are rippu.

A late suggestion (sorry but problems irk me until resolved), do you have a display on your mobo? If yes, try just the mobo and psu and see if any life is to be found.
Having the psu, mobo AND chips go pop all at once is pretty rare (modern cpu's are electronically pretty tough unless you fat finger a probe across the back of the cpu ... which i may or may not have done in the past). Apologies if you have nailed the issue. I'm just to curious when it comes to things breaking.

Honestly I have no idea what went wrong. I've been building PCs since the 90s and while I've had a few dead starts, none quite as dead as this.
Apparently the Zen3s do have a disproportionately high RMA rate, so I'm not the only one.
Anyway I'm hopeful that it's a one off.
