I know the australian government have a hard on for censorship, its been in the press over the last few years about various abortive schemes. I disagree with censorship for the most part, but blocking CP seems like a good plan. Nobody wants to stumble across it.
In the UK we have the IWF, a charity who keep a blacklist of CP providers which the vast majority of ISPs use to block so in a way we're several years ahead of you down the slippery slope. A compromise could be an opt-in (/ out?) filter applied on a per account basis.
Probably make enforcement easier as well. "Do you want to block CP? No? Thats odd."
Okay so I'll try to explain: on our version of the slippery slope they start blocking things that aren't child porn from day one. They also do everything they can to make it hard (if not outright impossible) to find out what this not-actually-child-porn-or-even-illegal material is, whether they're even the ones blocking it, how to get them to stop blocking it and oh, by the way they're so shit at all of this that they also block harmless things or try to perma-block hacked websites that are innocent victims themselves.
Now do you see why this makes some people who aren't-pedophiles-at-all very nervous? We don't have a slippery slope, so much as a lubed chute.
I hope you people are aware that the CP that is not distributed via normal mail, is not shared on the world wide web.
Usenet, file sharing, darknets. If you want to sell something that universally illegal that usually comes from abusive parents who want to share the pictures and videos they take to a "wide" audience (read: there is basically no market), you use something a TINY bit more elaborate than a website.
In other words: Web filtering is exclusively used to filter anything but child porn. Because the latter is so universally loathed that even bulletproof hosters don't want to host that shit and will take it down.
