    Boeing already got those contracts, they don't care. We're talking about contracts from a space agency that is moving ahead with a nonreusable 2 billion dollar per launch rocket (SLS) in 2020. Don't expect any kind of innovation out of NASA programs for the foreseeable future.

    Space X will grow into a new niche while Boeing continues to ride its government gravy train/aerospace duopoly with airbus.

    The net effect of this is to shut down all potential competition and cost savings for the lunar lander. It is particularly telling that there is only one company—Boeing—that has proposed building an integrated lunar lander, has the contract for the Exploration Upper Stage, and is building core stages for the Space Launch System rocket. Boeing has also tried to minimize use of the Gateway.

    With the House bill, legislators seem to be trying to take NASA's human exploration program and give it over to the Boeing Company, going back to an era of cost-plus contracting.

    Would it be more feasible to build a reusable landing craft like a scaled-down Rocinante and just park it at the ISS? A SpaceX craft could ferry personnel and fuel to the station, then people would transfer to the craft for missions.
