Without the government stepping in many more would have died. Private groups, i.e., charity was almost entirely overwhelmed by the scale of the problems, and simply couldn't cope with the numbers. Charity had only a minor effect, and often only locally, although some state support was distributed through private groups and channels.

    Far from the depression and the dust bowl leading towards some sort of Libertarian ideal solution, the response from the populace to these hard times was towards greater worker solidarity with each other, and some of most social/socialist programmes and policies the US had every seen before, and, arguably, since. That sort of social cohesion stayed dominant in the US until well after WW2. The ideology of a hyper-individualistic, hyper-capitalist US, that forms the basis of Libertarianism, only gained traction again in the late 70ies to 80ies, when the 'greatest generation' started to kick the bucket.
    Something something, the story of the San Jose, CA, Japan town, and it's 90 year old continuously operating Tofu shop, where nothing like that exists in Honolulu, L.A, SF, or Seattle.

    Why?

    San Jose had an integrated school district during W.W. eye. eye. and so Chinese, Korean, Mexican, White, Black friends, neighbors, of the Japanese folks, who we put in camps, looked after their shit, kept their businesses open, and kept japan town SJ the fucking absolute Nisei cultural gem it is today.

    Those other west coast and Hawaiian cities have none of that culture. They where put in camps and then their shit was predated upon by other races (mostly white), and culturally, if you look, you'll see tall those japan towns are more or less post war monuments to what was before, but many many japanese didn't return, and instead left, or even went back to Japan. They sure as fuck looked after each other, but it didn't mean shit.
