    If he passes a major piece of legislation then that is a success for Trump.
    It hasnt passed though - the Alternative Minimum Tax fuckup at a minimum will require a new revision and a new Senate vote, as well as the House reconciliation.

    It will probably pass eventually, but there's going to have to be MORE painful concessions, or an increase in the corp tax rate to 22% (from 20%) in order to keep the bill under the $1.5tn cost limit.

    It will be a success, but in the scheme of things it would have been almost unthinkable NOT to pass at least one piece of legislation given Republican total domination of the US political organs, particularly one as universally loved by Republicans as fiscally irresponsible tax breaks.

Bruce Bartlett, then a conservative tax expert who would go on to serve under Reagan and his successor, George Bush, estimated that without federal deductibility, state and local spending would fall 14 percent.

    Nixing deductibility “threatens the political livelihood of spendthrift lawmakers across the nation,” Mr. Bartlett exulted at the time in an article for the Heritage Foundation. And it “would become more difficult for states to finance programs of doubtful benefit to their taxpayers by ‘hiding’ the full cost within the federal tax system.”

    Reagan ultimately failed to kill the deduction. Mr. Bartlett, who often contributes to The New York Times, has come full circle to reject the Republican project to shrink the government at all costs. Still, his words from over 30 years ago provide an apt description of what drives Republican thinking in Congress today.

    The threat of a shutdown escalated last week after President Trump fired off a Twitter post attacking the top Democrats in Congress, who in turn pulled out of a planned White House meeting, deepening the rift between the parties at a time when they are already at odds over issues like taxes, health care and immigration.

    Republicans’ stopgap spending measure would extend government funding through Dec. 22. On Sunday, the Senate majority leader, Mitch McConnell of Kentucky, tried to play down fears about a coming crisis.

    “Look, there’s not going to be a government shutdown,” he said on ABC’s “This Week.” “It’s just not going to happen.”

    But the feud between Mr. Trump and the top Democratic congressional leaders provided ample cause for concern. The acrimony is a stark change from just a few months ago, when Mr. Trump sided with those leaders, Senator Chuck Schumer of New York and Representative Nancy Pelosi of California, on a short-term deal to fund the government and increase the debt limit.

    Now, the president is in direct conflict with “Chuck and Nancy,” as he has called them, at a time when Democrats have substantial leverage. Democrats can block the stopgap spending measure in the Senate, and Democratic votes could also be needed to get the measure through the House if enough Republicans rebel against it. Any long-term spending package would also need Democratic votes.

    The same way it does every year almost since Obama took over and the GOP decided obstruction is better than constructive work.

    Basically the US has a limit on how much money the federal government can borrow. That is currently at 1.5 trillion dollars. On Friday the federal government will have spent enough money to reach that limit. So after Friday the federal government cannot spend a single cent on anything, be it wages to federal employees, military, utility bills etc.

    Also it is not the Congress shutting down, it's the federal government. Which is a far bigger deal.
