I must admit to not having played since the rework was first launched. Works been busy and no reports seemed to indicate that surface combatants were having fun. My main gripe is that AA have limited effect and especially that vision control seem to now be firmly in the hands of CV's, while most matches now contain atleast 1 CV. Will these issues persist, or is there some kind of hope?

You still cannot stop the plane spam even if you are fully spec's as AA. Be warned. It's almost the same as pre patch. And the cv's now get to take over the dd roles as well. WOWS is pretty much tucked when you have double air cancer in a match. Anything that can catch a CV (baring stupidity) dies to combined air strikes, anything that can take the combined air strikes (for a while), CV's can run away from. WOWS is in a pretty shit place atm. Even French BB'S get raped by double cv. Anything else is just fodder.

Yeah, the game is p.much a waste of time right now. CVs just dominate, other ships are damage pinatas.
Yep, CVs ruin the game at high tiers. Unplayable. I wish they would just remove CVs from game. Not spending a single cent on that game until it happens.
On the other hand, I found this super fun/op ship. Its not quite T3 Nikolay baby-seal-clubbing level, but almost. You still have to deal with CVs at T4, but the Gangut is one of my favorite ships to play now - hmmm, 12-shell volley-kills all day long. Its like playing a New Mexico at T4.

you're functionally auto-spotted by the sub you're engaging, they get homing torpedoes and every jane, dick and harry on the map is going to try to nuke you while you have to chase those circles.

Seeing the lengthy process to catch a sub, this will just make it so that no destroyer can ever cap a flag or push a lane. A sub can just park itself somewhere important and every destroyer just has to go "welp" and turn away. The time it takes to catch the circle like a good doggie will mean you are dead.
Got Smolensk, first game with a 10 point captain and no clue what to do, did 200k damage. Silly levels of OP.
So after a few years brake, I'm back-ish.
What skills good for captains on Destroyers, Cruisers & Battleships?

The Epic Store is amazing, I've been able to save so much money by not buying their games.
Preventive maintenance is a must-have on everything.
Priority target i use only for light cruisers.
2 point endurance things are not worth it unless boosted.
Expert marksman? Mostly meh but some ships outturn their guns, then it's warranted.
Adrenaline rush is very good, always try to nick it unless the build is TITE.
Last stand is must-have for DD and CL.
Survivability expert is mandatory on DD (and submmarines now i guess?), no surprises there.
I took Torpedo reload for german DDs.
BFT is for german BBs and gunboat DDs, nbs.
Superintendent you would be hard pressed to find an arguement against on anything that has reps, smokes or radar.
Demolition is apparently not worth it for 9-10 tiers so i just don't take it.
Vigilance is only good for Hindenburg imo.
MFC is a meme, take it for german and french BBs if you have BALLS.
Fire prevention mandatory for BB and CA.
IFHE is very good for 152mm guns and, funnily enough, Henri's 240mm. Also for t8+ british DDs as their HE struggles with other DDs.
AFT for secondary boats, AAA cruisers (Mino, Worcester) and french DDs.
Concealment is THE BEST skill, hands down. The only captain without it is my german BB meme build.
