Well I guess they(the russians) may have learned something from the Ukrainians. When the pro russian seperatists started to shot down ukrainian fighterbombers, it became obvious that the seperatists had been handed modern anti air weapons. The ukrainians responded to this by starting to use short range ballistic missiles to avoid taking losses while still taking out keypoint posisions which made the pro russian media go crazy accusing them of "genocide"/using WMDs http://www.activistpost.com/2014/07/...t-eastern.html http://rt.com/news/176484-cnn-ballis...ssiles-ukraine
When the matter of fact the ballistic missiles in questions had warheads with a maximum size of 450kg(1000lb).
Which compared to the normal jdams which would have been the alternative when using conventional airstrikes in a populated area (which require some precision) we use in the west isnt that much.(its not unusual for a singel f-16 to carry atleast 2x 2000lb jdams). The alternative for the ukrainians to both of these options is obviously (inaccurate) grad attacks, which the seperatists had been complaining about ealier(and still complain about).
Anyways Im guessing the russians dont wanna risk having to deploy and risk loosing planes and pilots(guess its bit tricky to convince the world they was on vecation with their jets) and plan on using ballistic missiles as substitute. Tho with hopefully (and most likerly) conventional warheads.

He said, that Sweden is considered as a possible partner for the production of military jets in Ukraine under licence. But due to the leadership change in Ukraine, the project was frozen and then canceled due to lack of defense funds.
Now, as a President of Ukraine, Petro Poroshenko returned to the idea of buying the Swedish jets for the needs of Ukrainian Air Force. Two possible options are being considered: 1) manufacture of the jets under licence on the Ukrainian soil; 2) lease of 21 jets.
