Its relevant because it will take some time to retrain pilots to NATO standard aircraft, so puts Ukraine in a position to use them effectively if they are sent. Currently Russian air force has an edge due to larger engagement window, this would reverse it and sets a clock on Russia losing air superiority, which would push them towards negotiations.

Wagner is being replaced at Bakhmut by mobilised soldiers because they lack the strength to keep attacking.
