It's almost the entire team that doesn't care about Star Trek, but really mostly it's Alex Kurtzman May His Name Always Be A Curse. He and Abrams were given the keys to the Trek franchise and they made two incredibly expensive, stupid movies that just ruined any chance at gaining a broader audience, so that by the time Beyond came out people were too burned out to care about Trek movies. When it flopped, the studio internalized the wrong lesson and said "hey we don't like losing money, we'd better give it back to the people who made at least some money." So Kurtzman was given TV Trek as well and I dunno, maybe he's been watching some old episodes and is starting to like it, sometimes I feel like we're watching the showrunners only now figuring out that Trek was already great and they didn't have to reboot/reinvent everything to make it relevant. But it's still v. clearly being produced mostly by people who would visibly much rather be making just about anything else.
Contrast this with The Mandalorian, which was conceived of and is being made by John "Happy" Favreau who very obviously loves Star Wars and wants his creation to fit into and build upon the existing universe. One of these approaches is sustainable. The other spits out shit like Disco and Picard.
