Yup, tho i can to a point see how larger alliances in 0,0 will abuse this mechanic to death since they have such insane numer of pilots with them in the first place.

Double edged sword really, it was great in terms of getting PL off everyones asses in their capital fleet, so people could gain assets. However there was also more people to fight in fleets or more groups rather. Once phoebe hit it was the arms race and member race.

But seriously, when was the last time snuff dropped caps or supers on anyone outside the caldari/gallente facwar zone?
Phoebe never promised immunity from people who live half a dozen jumps from you, just that PL or BL wouldn't be able to dread bomb you from across the map in under 10 minutes.
If you want to be safe from super blobs I suggest you move somewhere that isn't next door to a local supercap power. Kor-Azor, Molden Heath, and The Forge are all safe-ish

People hate on Snuff for the caps and super drops. I don't. Rather that than some wankers that are totally irrelevant for lowsec in general from across the other side of the map. I mean, Snuff are wankers, but at least they're local wankers. Phoebe was a godsend.
In 15 man groups, sure, aids. But 1-2 of them in medium/small fleets = lots of fun. Best thing would be if we can keep them almost like they are for 1-2 of them, but nerf when they blob.I love them, they have changed small gang pvp so much.
Phoebe minimized nomad involvement in low sec, but ended up creating a power system where low sec entities crammed as many people as possible into their alliances, while simultaneously building up super numbers. So now you have these 700+ man alliances that have blues as well. Pre-Phoebe very few alliances in low sec had more than 400 dudes. Just the state of the game.
Just because Snuff do it, doesn't mean everyone does.
