wipes bring suppressors down to a whole new level, but because of the nfa laws, wipes have gone the way of the dodo for commercial suppressors. The user cannot replace or repair any parts without commiting a felony; any suppressors with wipes would have to be sent back to the manufacturer to have the wipes replaced, which is too much of a hassle (shoot your can a dozen times, then wait a month for new wipes :psyduck:). This also is a big catch to the 'oil filter' can that was going around on the internet a while back; the oil can is technically a wipe, and you cant just buy a new one to replace a shot out one yourself.
Reasons behind those wait times are because the ATF are undermanned and everything is still done on paper. They're hoping to streamline things and get some E-forms going to join the rest of the modernized world. The rows of paperwork lining the halls in this video is cringe worthy. I was also surprised the $200 tax stamp funds go straight into the treasury instead of the ATF. It was my impression that the tax was a handling fee and helped to fund the effort.

Any time someone tells you that a tax doesn't go straight to the treasury you can assure yourself that they are either a liar or don't get what taxes are. Fundamentally there is no difference between a dollar spent on income, social security, medicare, cigarette, gasoline, or what have you taxes. It all goes in to the same bucket.
Id imagine the tax was more of monetary bar to possess nfa items than anything else. when the law was passed, $200 was worth quite a bit ($3,470 of today's dollars).
